did and before the end of october we were returning service into newark and by the 3rd of november we had boston service back. it was the fact that we had funding in the general capital that we used after the lessons that we learned after 9/11 to invest and we invested in pipes and life safety and help and those happened to pump out the tunnels. they were not there we would be talking weeks before we returned weeks to new york city. so the right decision was made to invest. secondly, we took recovery funds and we began to clear our rightaway earlier and that allowed us to move things back quicker. so investment does work. we were lucky, we were lucky because this is century-old infrastructure. it has to be rebuilt. you ask for a response about that leadership, not just the folks here, but all over the northeast and i head it hear today and i won't go through it again. it was about the people who did heroic things to make this come back. but enough is enough. it is time to repair, rebuild, and invest. we need to rebuild substation 41. that would have been done under ark but it knees to

reestablish service on 33rd street in manhattan. on november 12, we brought that service in newark. we have continued around the clock recovery efforts. service for the world trade center and certain stations. since yesterday, i don't of the police for the inaugural run of restore service to 33rd street and the west side of manhattan. -- i joined the police for the inaugural run to restore service to 33rd street on the west side of manhattan. one of our workers risked his own life to jump into several feet of murky floodwaters to restore the pump by hand, thus preventing further flood damage. tom o'neil was just doing his job. it does that attitude and all of our employees. we could not have done that on our own. companies and factors from all over have helped. they work day and night and on the weekends to prepare 2 mouse are preparing special communication abels for our tunnels leading to the world trade center. they were personally involved in getting breakers from cta in chicago. with operating at less than full strength, the new jersey transit continues its own efforts to restore

to take a few calls on this. we will go to james from newark, new jersey on the democratic line. good morning. caller: good morning. thank you, c-span. this is my question. i have been working with washington, d.c., like paul ryan and other people as well on this 20% of taxes on companies in the u.s. ge does not pay 20% eberle, and it was our fault -- does not pay 20% at all, and indeed as ge and a number of other companies. if everyone pays 20%, it would solve this problem. it would solve a lot of other problems as well. in my neighborhood, there are maybe 1000 day workers. they're not getting paid minimum wage. if they got paid minimum wage and they paid 20% stake and federer out of their checks, then they go -- and they paid 20% out of their paychecks, then they would solve a lot of problems. host: do either of these pieces getting to tax incentives to go offshore and then come back? guest: not in detail, but it is an interesting question. there are a lot of people in the business sector who will tell you about -- that people are coming to see that there are many advantages t
